Meta uses them to match your request to the ad you saw. Meta is based in the United States, so this information is processed outside Canada under Meta's own privacy policy. Declining in the cookie notice stops this too.

Advertising measurement (the Meta Pixel) is on when you first visit, and a notice tells you so as the page opens.
